What the "Receives CTCSS tone" means is that it is not needed to get into the repeater.  The "Transmits CTCSS tone" means that the repeater sends a CTCSS tone for your convience.  You may receive the CTCSS tone to "Lock out interference" from other repeaters, ETC.

South Receiver - The south receiver is located at the St. Elizabeth South Medical Center in Edgewood, Kentucky.  

The Northwest Receiver - The northwest receiver is located near the Rumpke Waste Landfill in Colerain Township.
