What the "Receives CTCSS tone" means is that it is not needed to get into the repeater.  The "Transmits CTCSS tone" means that the repeater sends a CTCSS tone for your convience.  You may receive the CTCSS tone to "Lock out interference" from other repeaters, ETC.  A 123 Hz CTCSS tone is required to access the repeaters at all times.
